Joy Rucker brings over 30 years of experience working in harm reduction, housing programs, and substance use services. Her work spans agency development, frontline training, leadership mentorship, and organizational infrastructure building.
Joy has helped create and strengthen programs that serve people who use substances, while also supporting staff — including staff who use substances themselves — with compassion, clarity, and practical tools. Her approach centers cultural humility, spiritual grounding, and sustainable workforce development.

Yes. Many harm reduction organizations include staff with lived experience, including staff who use substances. I support organizations in creating respectful, accountable, and compassionate practices that honor lived experience while maintaining safety, clarity, and sustainability across teams.
What does technical assistance look like in practice?
Technical assistance is practical, collaborative, and customized. It may include reviewing existing systems, supporting staff training, mentoring leadership, developing program infrastructure, or helping teams address workforce challenges. The goal is always to build solutions that fit your organization’s real-world context and values.

I work primarily with harm reduction programs, overdose prevention initiatives, substance use treatment providers, supportive and transitional housing programs, and non-profit organizations serving people who use substances.
